Pilot payments are real

Effie, can you respond to this article? You've said several times that you "talked to people" and that townships recieved squat in terms of payments. Perhaps you should talk to these towns. Its amazing that use of such inefficient technology (as you would say not me) could yield such financial benefits to the community. Simply amazing.

And that is only 1/2 of the pilot revenue that they'll recieve because this is the noble payments - not horizions.

Do you know that FACT-LEWIS COUNTY RECEIVED THIER FIRST PAYMENT ON OR ABOUT DECEMBER 1ST 1006. Those monsters started running December 17, 2005. Two weeks ago, when I WAS IN THE LEWIS COUNTY BULDING TALKING TO THE LEWIS COUNTY MANAGER. HE TOLD ME THEY JUST RECEIVED THIER FIRST PILOT MONEY. After people lived in misery for a year already.. FACT> Last week, Town of Martinsburg passed a resolution to have the town attorney write a letter to the County Treasurer because they had not yet received A CENT. NOT RUMOR, NOT HEARSAY, I WENT STRAIGHT TO THE OFFICES.

I'm glad you're acknowledging that pilot payments are real. As far as timing of the payments - well - that that is specified in the contract with the town. Why not tell us about Noble's payment schedule? Its a pretty good story. But then again - I think you only have interest in telling a one sided story.

You've got a real credibility problem with PILOT. Here in NYS, the average private property tax bill is 71% higher than average for the US - and yet, you defend these wind companies coming in here and NOT paying any taxes on their infrastructure or property use. Instead they skate "free" with a Payment Instead of (in Lieu of) Taxes? In most cases this PILOT payment is 5% of what the industry should be taxed at in NYS. So, instead of offering any fair and real relief to the town's property taxpayers, this industry brags how they fill up the hotels during construction and offer a small "fools gold" in the form of a payment instead of taxes. Nice, that's something I'd be very proud of - keeping the burden on private property taxpayers. We had to listen to the Supervisor of Lowville, who with a straight face bragged to everyone that he could go out and buy a $200,000 snowplow with the PILOT money (this is off a $125 million dollar infrastructure that's sitting in his township).

Where do the citizens of NY get to sign up to make a PILOT payment instead of paying their rediculous property tax bill?
